BOQ Structure: Getting It Right Matters

The BOQ is the foundation of your project's cost management. Getting the structure right at the start saves enormous pain throughout the project.

Sections

A well-structured BOQ is organised into sections that reflect the work breakdown:

  • Preliminary and General — site establishment, supervision, insurances, bonds
  • Earthworks — bulk excavation, fill, compaction, haulage
  • Concrete — footings, slabs, walls, columns, beams
  • Structural Steel — supply, fabrication, erection
  • Drainage — pipes, pits, connections
  • Pavements — subbase, base course, asphalt, concrete
  • Services — electrical, mechanical, hydraulic, fire

Sections should align with how work is packaged and subcontracted. If your earthworks subcontractor's scope matches a BOQ section, cost tracking is straightforward. If items are scattered across sections, reconciliation becomes a headache.

Items

Within each section, individual line items describe the work. Each item needs:

  • Item number — a unique identifier within the section (e.g., 2.01, 2.02)
  • Description — clear, unambiguous description of the work
  • Unit — the unit of measurement (m³, m², LM, No., LS)
  • Quantity — the measured or estimated quantity
  • Rate — the unit rate (cost per unit)
  • Amount — quantity × rate (auto-calculated)

Sections and Items

BOQ items should sit under sections that reflect the work breakdown, so you can see subtotals for each section — earthworks, drainage, pavements — and drill into the line items beneath.

A flat list of 500 line items with no structure is almost as bad as no BOQ at all. Structure makes the BOQ navigable, auditable, and useful.

Why Structure Matters

A well-structured BOQ isn't just tidier — it's functional. It enables:

  • Cost tracking by section — where are we over or under budget?
  • Progress claims — quantities completed vs quantities in the BOQ
  • Subcontractor comparison — apples-to-apples comparison of sub prices against BOQ rates
  • Variation assessment — new items can be priced using BOQ rates as a benchmark
  • Final account preparation — measured quantities against BOQ quantities for settlement

If the BOQ structure is wrong at the start, all of these downstream processes are harder, slower, and less reliable.

Cost Variance Tracking and Reporting

Committed vs Actual vs Forecast

  • Committed: What you've contractually obligated to spend (subcontracts signed, purchase orders issued). This is spend you're locked into even if the work hasn't started yet.
  • Actual: What you've actually spent (invoices received, payments made). This is cash out the door.
  • Forecast: What you expect the final cost to be, based on committed costs plus estimates for work not yet committed. This is your best prediction of the budget at completion.

The relationship between these three numbers tells the project's financial story. If actuals are landing against costs that were never committed, procurement discipline is slipping. If forecast exceeds budget, you need to act now — not at the end of the project.

Variance by Section

Budget variance should be visible at the section level. If the earthworks section is 15% over budget, you need to know that when there's still time to manage it — not when the final account is being prepared. Section-level variance reports highlight where the problems are and where the opportunities lie.
